
Présentation : “This section explores the dynamics of change in security institutions (armed forces, police and intelligence services, multilateral security organizations).
The academic literature on military change has considerably expanded over the past decade, identifying mechanisms such as innovation, battlefield adaptation and emulation. However, this literature has been disconnected from other research looking at the transformation of police and intelligence services from a public policy or political sociology perspective, and the literature on multilateral security organizations (NATO, EU, OSCE, UN, UA, etc.), which is more anchored in a traditional IR literature. This section will bring together academics exploring those three different types of security institutions in order to foster a theoretical dialogue on the tools required to capture and analyze change.”
Panels will explore themes such as:
- threat perception as a driver of change;
- bureaucratic politics and the competition for material and symbolic resources within organizations;
- field experience and lessons learned as a mechanism of transformation;
- the emulation of so-called « best practices » and the transnational circulation of knowledge;
- the articulation between the national and supra-national levels in generating change, etc. The hope is to generate discussions fostering theoretical dialogue between the various approaches. At the same time, while being mindful of the need for theoretical discussions, this section will pay attention to papers presenting theoretically-informed, rich empirical studies of change in security organizations. While avoiding to favour any specific theoretical approach and encouraging comparative studies, this section will contribute to developing a major research agenda in security studies.”
