Virtual conference of the Counter Extremism Project (CEP), 10 May 2021, 15.00 – 17.00 hrs (Central Europe Time).  Subject: Legal and Administrative Instruments to Counter the Threat from Violent Right-Wing Extremist and Terrorist Movements.

In an in-depth study, commissioned by the Foreign Office of the Federal Republic of Germany in 2020, the Counter Extremism Project (CEP) highlighted the transnational connectivity of the violent right-wing extremist and terrorist movements in five countries in Europe and the United States. These networks are responsible for a steady increase in violence on both sides of the Atlantic and therefore present a growing concern for policymakers.

The study showed that governments in the countries at the center of the research all had developed national countermeasures against terrorist threats from the right-wing spectrum based on various legal and administrative definitions and practices. The study also argued that many of the multilateral and international counterterrorism mechanisms, developed over the past twenty years regardless of the nature of the threat could be applicable to violent right-wing extremism and terrorism if a common understanding would be achieved and shared legal concepts be applied to it.

This virtual conference organized by CEP on behalf of the German Foreign Office aims to explore this issue in greater depth. The event will highlight a range of instruments governments have found useful in countering the domestic threat posed by violent right-wing extremism and terrorism. It will discuss how developing a common conceptual understanding of the terrorist nature of networks within these wider transnational movements could open up the possibility to use already developed multilateral legal, administrative and operational structures, as well as instruments and mechanisms to mitigate terrorist threats.

The conference is organized in the framework of Germany’s chairmanship of the Committee of Ministers of the Council of Europe. Member States will have the opportunity to exchange information on their already existing mechanisms and discuss which counterterrorism instruments may be already applicable to this threat and which may need further modification.

The conference will be held in English via Zoom on the 10th of May 2021 from 9:00 a.m. ET / 15:00 CET to 11:00 a.m. ET / 17:00 CET.
