Abstract


“The role of homeschooling in the global rise of moral conservativism:  reframing human rights to protect the natural family” : This paper analyzes the rising importance of homeschooling within the global moral conservative movement and the transnationalization of pro-homeschooling advocacy. Examples of transnational advocacy for homeschooling include the organization of global conferences, the use of strategic litigation before international courts, international involvement in domestic litigation, and transnational lobbying efforts for legislative reform. From the perspective of a sociology of human rights, we present the thesis that homeschooling advocacy has to be interpreted in the context of a broader effort by conservative actors to reframe human rights away from individual rights towards the protection of collective entities like the family. Conservative homeschooling advocates consider the family as a unit that precedes the state and society and is ontologically separate from it and they base their claims for a positive right of parents to home-educate their children on human rights treaties such as the Universal Declaration of Human Rights.

This research paper is part of a research project on the globalization of the “culture wars”, i.e. conflicts between conservative and  progressive actors in the public sphere, and the role of the Russian  Orthodox Church in conservative norm mobilization (the Postsecular  Conflicts project, funded by the European Research Council, grant nr. 676804 POSEC).

Julia Mourão Permoser is senior post-doc in the Postsecular Conflicts project at the University of Innsbruck. She is a political scientist  with a research focus on migration, discrimination and morality politics in the European Union and the United States.

Kristina Stoeckl is principal investigator of the Postsecular  Conflicts project and professor of sociology at the University of  Innsbruck. She is an expert on the Russian Orthodox Church; her research focuses on church-state relations in Russia, religion in the public sphere, and religion and human rights.
